"I have recently read the theoretical foundation of mastery learning by Benjamin Bloom, the same man who created Bloom's Taxonomy.  You will be gratified to know Bloom's Taxonomy represents the six steps to mastery.  Learners progress along the continuum:

REMEMBERING => UNDERSTANDING => APPLYING => ANALYZING => EVALUATING => CREATING

Bloom believed 90% of students can reach mastery if given enough TIME.  APTITUDE does not dictate achievement, TIME does.  Pre-assessments simply indicate how much time this student will require to reach mastery.  He believed the instructor's basic task was to clearly define what mastery is (learning objectives), then search for the methods and materials which will enable the largest proportion of students to attain mastery.  Feedback and flexibility are crucial, and the model is the PERSONAL TUTOR.  Anything the instructor can do to simulate the feedback and different presentation of materials, such as a personal tutor can provide, is the ideal."
